Who makes the nominations for the ACM?

Who in the heck nominates the artists for the ACM awards, anyway? Just scanning the winners and the nominees for 2006, there seems to be some oddities.
The nominees for Vocal Group of the Year included Alabama. Alabama put out 2 greatest hits collections (one in 2005 and another in 2006) and had no singles on the charts. In America, that's not usually a type of year that garners award consideration. Retired players don't win MVP awards based on their highlight reels. Were they short of potential nominees? The Hoss would've suggested
Cross Canadian Ragweed, who hit the Top 40 Singles Chart with "Fightin' For" and placed an album in the Top Ten in the last year.
Top Vocal Duo nominees included the Warren Brothers. These guys are more known for their CMT reality show than their music these days. The show is a humorous romp about being "Barely Famous". Well, now they get award nominations for putting out greatest hits packages that barely dent the album charts. That's a little bit ironic. Actual duos that were up to something recently that might've benefited from the pub that a nomination brings were
Hanna-McEuen or the
The Hacienda Brothers. Shoot, based on this thinking you could've nominated Flatt & Scruggs.
Julie Roberts garnered her second consecutive "new artist" nomination. Craig Morgan was also nominated for a "top new artist" award, despite being a semi-regular presence on the Country Charts since 2000 and cracking the Top Ten on the single charts in 2002. Using this logic, one could make the case that this hip new TV show, Seinfeld, may take off.
